全面实施素质教育应以提高国民素质为根本宗旨,以培养学生的创新精神和实践能力为重点,赋予素质教育以时代特征和新的内涵。创新学习既是冲出“应试教育”的突破口,又是转向素质教育的切入点,是素质教育的终极目标。素质教育注重学生的全面发展,而创新学习则是素质教育的核心,即培养学生的创新精神和创造力。
The full implementation of quality education should be based on improving the quality of the people as the fundamental purpose, to cultivate students’ innovative spirit and practical ability as the focus, to give quality education with the characteristics of the times and the new connotation. Innovative learning is not only the breakthrough of “exam-oriented education”, but also the starting point of turning to quality education and the ultimate goal of quality education. Quality education pays attention to students ’all-round development, and innovative learning is the core of quality education, that is, cultivating students’ innovative spirit and creativity.
