2014年是全面深化改革的第一年。以改革促发展,向改革要发展动力,是解决矛盾、迎接挑战的关键。非公经济目前占我省经济总量比重达到52.2%,贡献率达到65%,在经济社会发展中的地位不可替代。但与先进地区比,与加快发展的需要比,黑龙江省非公经济仍然实力不强,作用发挥不够,需要在党的十八届三中全会精神指引下,加快改革进程,破除一切障碍,激发其发展活力和创造力,带动全省经济持续健康发展。
