On February 28, 2005, the proud son of the Bayannahur People - Ma Yong Yan, head of the Social Welfare and Social Affairs Section of the Municipal Civil Affairs Bureau completed his brief life of 48 years. Tears fly for pouring rain. Ma Yong sudden death of the bad news, and soon spread throughout the civil affairs system.
