九届全国人大二次会议通过的《政府工作报告》中指出：“今年中央财政预算赤字１５０３亿元。”这就是说，１９９９年中央财政总收入安排为５８８６亿元，中央财政支出７３８９亿元，收支相抵，赤字为１５０３亿元，比上年执行数增加５４３亿元，创新中国成立５０年最高纪录。
