海南岛在第二个五年計划期间除了正在兴建的南渡江松濤水库外,还将兴建万泉河加兴岭水库和昌化江佳叨水电站两项大型水利、水电工程.这三项工程被称为开发海南岛热带資源宝庫的三把鑰匙.它们建成后,将使海南岛西部、西北部和东部、东北部七百万亩左右的荒地解决灌溉而获得开发,大规模地发展各种经济价值很高的热带作物.并将构成巨大的电力网,总装机容量达二十四万多瓩,平均每年供电十亿多度.
