由于叛徒出卖,1929年1月19日,中共“一大”代表、山东省委领导人邓恩铭在济南纬十路庆余里被国民党特务逮捕。省委党、团负责人何自声、朱霄、杨一辰、宋耀亭等10余人也先后被捕,都被囚禁于省府前街国民党山东警察厅拘留所内。邓恩铭把监狱作为与敌人斗争的新战场,主动担负起领导狱中斗争的重任。邓恩铭的家人经常送饭菜和钱物去狱中探望,他把好些的饭菜留给生病的难友吃,钱物则供大家使用。对于狱中不识字的难友,邓恩铭等筹资给他们每人买一本千字课本,指定专人负责教学。邓恩铭还和狱中党员一起,利用放风时间,了解难友的困难,并利用各种机会宣讲革命道理,提高难友的觉悟。邓恩铭在难友中具有崇高威信,深受难友爱戴。狱中环境恶劣,他的结核病复发。当他的颈部淋巴结核溃烂时,有位难友不顾一切,忍着难闻的腥臭味,用嘴把脓一点点吸出,以减轻邓恩铭的痛苦。后来,邓恩铭等利用放风时间秘密联络,和狱中党员认真分析了
