陕西省渭河以南秦岭北麓地区,农田基本建设进展缓慢,水利设施老化失修,严重的水土流失,未得到应有的治理。自然灾害频繁,生态环境恶化,农业增产后劲不足,成为陕西省水利水保工作后进带。因此,必须尽快采取措施,扭转该区水利水土保持落后被动局面。
In the north of Qinling Mountains in the south of Weihe River in Shaanxi Province, the capital construction of farmland has progressed slowly, the aging of water conservancy facilities has become disrepair, and serious soil and water loss have not been properly managed. Frequent natural disasters, deteriorating ecological environment, lack of stamina in agricultural production increase, becoming the water conservancy and relief work in Shaanxi Province after the belt. Therefore, measures must be taken as soon as possible to reverse the backward and passive situation of water and soil conservation in this area.
