政府工作报告中提出:“各地要清理、取消不合理的限制和乱收费,为农民进城务工经商提供方便,切实保障他们的合法权益;同时要加强管理和引导。”政协常委会工作报告提出新一年工作要点,提出“要继续关注城市贫困人群和社会弱势群体”。进城务工经商的农民,就是城市的贫困人群和弱势群体。我们认为,这是一个很重要的问题,有制度、政策方面的问题,也有观念的问题。
