“十五”铁路面临的形势和任务从21世纪开始,我国将进入全面建设小康社会,实施现代化建设第三步战略部署的新阶段。党的十五届五中全会审议并通过的《中共中央关于制定国民经济和社会发展第十个五年计划的建议》,深刻分析了当前我国社会经济发展在体制环境、市场供求关系以及对外经济关系等方面发生的重大变化,站在历史的新高度,提出了新世纪我国第一个五年计划的主要奋斗目标和任务。这对于我们研究分析未来铁路面临的形势,确立“十五”铁路改革发展的战略目标,具有非常重要的指导作用。
From the beginning of the 21st century, our country will enter a new phase of building a moderately prosperous society in all respects and implementing the strategic deployment of the third phase of the modernization drive. The “Proposal of the Central Committee of the Communist Party of China on Formulating the Tenth Five-Year Plan for National Economic and Social Development” reviewed and passed by the Fifth Plenary Session of the 15th CPC Central Committee has profoundly analyzed the current situation of China’s social and economic development in the institutional environment, the market supply and demand and the foreign economy Relations and other major changes that have taken place, standing on a new height in history and proposing the major goals and tasks of our country’s first five-year plan in the new century. This has very important guiding role for us in studying and analyzing the situation facing the railway in the future and establishing the strategic goal of “15th” railway reform and development.
