《中共中央关于国有企业改革和发展若干重大问题的决定》指出:从战略上调整国有经济布局,要同产业结构的优化升级和所有制结构的调整完善结合起来,坚持有进有退、有所为有所不为。据统计,2000年末四川地方国有及国有控股大中型企业中,除极少数属于国有经济需要控制的行业和领域外,绝大多数都属竞争性行业,国有经济都应逐步从这些行业和领域中逐步退出。抓好这项工作,对四川工业发展具有十分重大的战略意义和现实意义。
