自2007年1月以来国民经济持续升温,许多基础建设项目并未达到预期的收益,政府监管混乱使问题得不到根治。本文以此来展开对公共支出合理规划安排的研究。首先阐述基本理论对政府采购制度中适用本国的法律概念予以界定,进而分析其对国民经济的导向所产生的因子,再者对现有运行状态做出评价和理想化的建议,而后比照国外政府运行,取长补短,最后提出我国政府采购体制解决方案和期望.
Since January 2007, the national economy has continued to heat up. Many infrastructure projects have not achieved the expected benefits. The chaos in government regulation has not solved the problem. In this paper, we start the research on the reasonable planning of public expenditure. Firstly, it expounds the basic theory to define the legal concept of the government applicable in the government procurement system, and then analyzes the factors that result from its guidance to the national economy. Furthermore, it makes recommendations on the evaluation and idealization of the current operating conditions. Run, learn from each other, and finally put forward China's government procurement system solutions and expectations.
