王彪在本期发表文章提出：要以公司法修改为契机，全面推进我国多层次资本市场体系的建设，以省级产权交易市场为基础构建规范化的区域性资本市场。在条件成熟的情况下，把发展规范、具有相当规模的区域性资本市场实行电子联网，组建跨省的大区型资本市场。在此基础上形成一个与主板、中小企业板市场相独立的，大区型的、规范的，在发行、上市、交易、结算、监管等方面实行统一规则的现代场外交易市场。
