建立现代企业制度,不仅必须理顺产权关系、政企关系,还权于企业,而且还必须理顺劳动关系,重视和加强企业民主建设与民主管理。首先,建立现代企业制度的要旨,在于调动企业职工的积极性、主动性和创造性,激发他们的主人翁精神,进而创造出最佳经济效益和良好的社会效益。但是,如果没有健全的企业民主管理制度,或者空有形式民主管理,企业职工的积极性和主人翁精神,就不能培育、生长和保护,现代企业制度就会成为失去群众支特的徒有虚名的东西。
Establishing a modern enterprise system must not only straighten out property rights, the relationship between government and enterprises, but also empower enterprises. Moreover, it is necessary to straighten out labor relations and attach importance to and strengthen the building of enterprise democracy and democratic management. First of all, the essence of establishing a modern enterprise system lies in mobilizing the enthusiasm, initiative and creativity of employees and inspiring their ownership, so as to create the best economic benefits and good social benefits. However, if there is no sound system for management of the enterprises, or for the absence of any form of democratic management and the enthusiasm and ownership of the workers and staff members, we can not cultivate, grow and protect them. Therefore, the modern enterprise system will become an illegitimate thing of losing the masses.
