朱镕基总理在九届五次人大《政府工作报告》中,第一次使用了“弱势群体”这个词。由此可见,我国政府已经把解决城市弱势群体的问题放到极其重要的位置。实际上,城市弱势群体问题是一个综合性的社会问题。解决这一问题,政府是主力军,但是仅靠政府的力量是远远不够的。民间组织作为解决城市弱势群体问题的一支力量,已经引起人们越来越多的关注。民间组织在救助社会弱势群体中的优势何在?目前中国民间组织的发展主要受到哪些方面的制约?本文作者就这两个问题阐述了自己的观点。
For the first time, Premier Zhu Rongji used the term “vulnerable groups” in the “Report on the Work of the Government on the Fifth National People’s Congress”. From this it can be seen that our government has placed the issue of resolving the urban disadvantaged groups in an extremely important position. In fact, the issue of urban vulnerable groups is a comprehensive social issue. To solve this problem, the government is the main force, but the government alone is far from enough. As a force to solve the problem of urban disadvantaged groups, non-governmental organizations have drawn more and more attention. What are the advantages of non-governmental organizations in helping disadvantaged groups in society? What are the main constraints on the development of non-governmental organizations in China? The author elaborates his own views on these two issues.
