1992年短短的一年中,我国签署了中美双边知识产权谅解备忘录,加入了国际版权领域里的三个主要公约,颁布了《实施国际著作权条约的规定》。接着而来的急速变化,给科技译刊带来了一连串的新问题。为解决这些问题适应新的形势,总结近两年的工作实践,对在科技译刊编辑工作中怎样合理使用外国作品、避免侵权的技巧、侵权后如何处理等方面,作了较为深入的探讨;提供了一些可为借鉴的方法。
In a short year in 1992, China signed the memorandum of understanding on bilateral intellectual property rights, joined the three major conventions in the field of international copyright and promulgated the “Regulations for the Implementation of the International Copyright Treaty.” The rapid changes that followed brought a series of new problems to the scientific and technological translations. In order to solve these problems and adapt to the new situation, we summed up the work practices of the past two years and made a more in-depth discussion on how to make rational use of foreign works in the editorial work of scientific and technological journals and avoid the techniques of infringement and how to handle them after infringement.
