一、党政关系规范化的内涵党政关系是现代国家政治生活中的一对基本政治关系,是指政党和政府系统之间的关系,即政党参与政权的方式、程序和程度。党政关系是否规范在一定意义上是衡量政治发展和政治文明程度的标尺。不同的国家由于其历史背景、政治文化、民族习惯以及经济发展阶段的不同,其党政关系的具体范式也各具特色。
I. The Connotation of the Standardization of the Relationship between the Party and the Government The relationship between the party and the government is a pair of basic political relations in the political life of modern countries. It refers to the relationship between the political parties and the government system, that is, the ways, procedures and degrees of political parties participating in the government. In a certain sense, whether the party-government relations are norms is a measure of the degree of political development and political civilization. Because of their different historical backgrounds, political cultures, national customs and stages of economic development, different countries have their own specific paradigms of party-government relations.
