小柳河发源于辽宁省新民市南八村,是辽河一级支流,其下游盘锦境内属于感潮河段,河水常常受到大潮的影响而产生回水。小柳河流经新民、台安、盘山三个县市,流域面积达七百多平方千米。它由新民市南八村向东南流淌进入台安县洪家农场后,北起西佛镇阿拉河排水站,流经西佛、台安镇、新开河、新台、富家、新华镇农场,最后经小麦科进入盘山县陈家镇,过丁家村、刘家村、王家村、韩家村、联合屯村、大阪村、高家村,在辽河河闸下游约200米处注入辽河。
