人力资源是一种可持续性的最宝贵的资源。如何开发和提高人力资源管理效能,不仅关系到一个部门或组织的兴衰,更影响着一个国家综合国力的强弱。本人从现代人力资源管理的角度,对如何提高我国政府部门人力资源管理效能进行了分析。针对政府部门人力资源管理过程中存在的问题与不足,从公务员的职业发展及人力资源管理机制构建等方面提出了一些政策建议。现代人力资源管理理论认为,不同岗位有不同的价值;特定人力资源个体的薪酬差异应必须以组织的相对重要性为依托。不同性质的岗位对任职者的知识和经验要求不同等。具体来讲,就是主要通过分析岗位价值来保证薪酬的公平,从而提高人力资源管理效能。由此可见,政府部门人力资源管理效能上还有很大的提升空间。
Human resources are one of the most valuable resources for sustainability. How to develop and improve the effectiveness of human resources management is not only related to the rise and fall of a department or organization, but also the strength and weakness of a country’s overall national strength. From the perspective of modern human resources management, I analyze how to improve the efficiency of human resources management in government departments in our country. In view of the problems and shortcomings in the process of human resources management in government departments, some policy suggestions are put forward, including the career development of civil servants and the construction of human resources management mechanism. Modern human resource management theory believes that different positions have different values; individual salaries should be based on the relative importance of the organization as the basis. Different positions have different requirements on the knowledge and experience of the incumbent. Specifically, it is mainly through the analysis of job value to ensure that the pay equity, thereby enhancing the effectiveness of human resources management. Thus, there is still much room for improvement in the effectiveness of human resources management in government departments.
