在我国基本建设的历史上,“三线”建设曾经有过一时显赫的地位,对它的功过曲直,至今也还有不同的议论。但是对“三线”建设进行调整改造,各方面的认识却基本上是一致的,更得到广大“三线”企业职工、干部的衷心拥护。“七五”计划期间,国家批准对部分“三线”企、事业单位从布局上进行调整。如今,四个年头过去了,这项工作完成得如何?还存在哪些问题?“八五”期间怎样解决?笔者结合工作中了解到的一些情况谈一点自己的认识。 In the history of our country’s capital construction, there was once a momentous position in the construction of the “third line” and its merits and demerits were still different. However, the readjustment and reconstruction of the “three lines” construction has basically reached consensus in all aspects and is even supported by the vast numbers of employees and cadres in the “third line” enterprises. During the “Seventh Five-Year” Plan, the state approved the readjustment of the layout of some “third-tier” enterprises and institutions. Now that four years have passed, what has been accomplished in this work? What problems still exist? How can we solve the problem during the “Eighth Five-Year Plan” period? The author talks about his own understanding based on some situations learned during his work.
