为缓解今年以来因煤电矛盾导致的电力持续短缺局面,国家发改委2011年11月30日宣布,对发电用煤实施价格临时干预措施,同时上调火电企业发电价格及工商业用电价格,并打破单一居民电价转而试行阶梯电价制度。不少业内人士认为,价格调控只能收到短期效果,推行以市场为主导的煤炭和电力价格形成机制改革才是治本之道。2011年以来,我国煤炭价格持续上涨,导致一波因电煤供应紧张而产生的淡季电荒。数据显示,2011年冬至2012年春天,全国最大电力缺口约为3000万千瓦,相当于全国发电装机容量的3%。
