今年入汛以来,我国多地出现强降雨,并伴有雷电、冰雹等强对流天气,引发洪涝、风雹、泥石流和山体滑坡等灾害,导致人民群众生命财产和城乡基础设施遭受重大损失。党中央、国务院对此高度重视,习近平总书记和李克强总理等中央领导同志多次对加强台风、洪涝和地质灾害监测预警、应急处置工作作出重要批示指示,要求各有关地区和部门把保护群众生命安全放在首位,着力加强防灾抗灾救灾减灾工作,最大限度减轻灾害损失。7月10日,国务院办公厅发出紧急通知,对做好灾害防范应对工作作出进一步部署。
