交通部于80年代末提出了从“八五”开始,用几个五年计划的时间建设“三主一支持”的长远规划设想,随后全国水运主通道布局规划编制完成,作为全国水运中长期发展规划,对指导我国内河航运建设发挥了重要作用。10年来水运主通道建设取得了显著成绩,尤其是“九五”时期突出重点,注重效益,水运主通道得到了较快发展,内河航运的落后面貌有了初步改观。
In the late 1980s, the Ministry of Transport proposed the long-term planning concept of “three main and one support” starting from the “Eighth Five-Year Plan” and with a few five-year plans.
