一、县级财政赤字增多的原因近几年来,我国财政收入随着生产发展和国民收入的增长而逐年增加。应当说,这是一种正常的经济现象。但在财政收入逐年增加的同时,一些县却出现财政赤字逐年上升的奇特现象。以广西壮族自治区蒙山县为例,从1984年到1987年,财政收入由364万元增加到804万元,增长1.21倍,而财政赤字也由143万元增加到237万元,增长65.7%。为什么会出现经济越发展、财政收入越多,而财政赤字越大
I. Causes of Increase in County-level Fiscal Deficit In recent years, China’s fiscal revenue has been increasing year by year with the growth of production and national income. It should be said that this is a normal economic phenomenon. However, while the fiscal revenue has been increasing year by year, some counties have the peculiar phenomenon of increasing the fiscal deficit year by year. Taking Mengshan County in Guangxi Zhuang Autonomous Region as an example, from 1984 to 1987, the fiscal revenue increased from 3.64 million yuan to 8.04 million yuan, an increase of 1.21 times, while the fiscal deficit increased from 1.43 million yuan to 2.37 million yuan, up by 65.7% .
