重大项目建设是做强区域经济的有效载体,是增强发展后劲的本质要求,也是力促民生幸福的重要保证。近年来,高邮市积极探索,通过合力推进项目建设,大力强化招商引资,全力化解要素瓶颈,不断优化投资环境等举措,持之以恒实施重大项目带动战略,产业结构不断优化,取得了一定成效。但重大项目在推进过程中仍存在一些薄弱环节和亟需解决的问题,如项目投产达效不快,产业转型升级不佳,瓶颈要素破解不力,投资环境改进不大等。为此建议:
The construction of major projects is an effective carrier for strengthening the regional economy, an essential requirement for enhancing the development potential, and an important guarantee for promoting people’s livelihood and happiness. In recent years, Gaoyou City has actively explored and achieved some success through joint efforts to promote project construction, vigorously strengthen investment promotion efforts, efforts to resolve key bottlenecks and continuously optimize investment environment, and persistently implement major projects to drive strategy and industrial structure optimization. However, there are still some weak links and problems that need to be resolved urgently in the process of promoting major projects. For example, the project is put into operation ineffectively, the industrial transformation and upgrading are not good, the bottleneck elements are not easily solved, and the investment environment is not greatly improved.
