由于体制、经济景气度及社会经济结构调整等原因，社会上始终会存在着一定数量的失业人口。因此，应在发展劳动力市场的同时，建立健全包括多种保险和社会救济在内的社会保障体系。尽量扩大就业队伍，缩小劳动人口的流动队伍，是各国政府永恒的目标。随着改革的深化，以及生产技术水平的提高和劳动组织的改善，我国已有１０００多万人下岗。今后２０年中我国就业形势仍很严峻。增加就业的实质是发展经济。过去的经验证明，发展经济，增加就业，就要大力发展中小企业和非国有企业。今后，振兴中小企业应从构建基础环境和实施优惠政策两方面入手
Due to reasons such as the system, economic prosperity and the adjustment of social and economic structure, there will always be a certain number of unemployed people in the community. Therefore, we should establish and improve a social security system that includes various kinds of insurance and social relief while developing the labor market. Trying to expand the employment force and narrow the labor force’s mobile team are the eternal goals of all the governments. With the deepening of the reform, as well as the improvement of the technical level of production and the improvement of the labor organization, more than 10 million people have been laid off in our country. In the next 20 years, the employment situation in our country is still very serious. The essence of increasing employment is economic development. Past experience shows that economic development and employment increase must be vigorously promoted by SMEs and non-state-owned enterprises. In the future, the revitalization of SMEs should start from the construction of basic environment and the implementation of preferential policies
