一、经费紧缺的原因重庆市工会经费紧缺,其原因有以下几点: 第一、在现行工会财务管理体制下,重庆留成比例比沈阳、武汉、广州、西安等市低一些。重庆作为计划单列城市,在财政上享有省级管理权限,但工会系统至今未享受省级经济待遇。第二、重庆市实行市带县的体制以来,所辖区县工会数量大,且多数区县底子薄、财力困难,市总在经费上给予扶持的比例高、数额大,加之区县上解的20%经费中,市总只留成5%,这给市总经费安排造成压力。
