2011年以来,德国陆军进行了大刀阔斧的改革,在编制体制调整、指挥体制改革、武器装备发展等方面取得了较大进展,转型后的目标结构称为“陆军2011”。按照计划,改革完成后,德国陆军将成为一支能够执行联合作战任务的高效职业化军队。这将为德国政治外交提供必要的能力支撑,使其能够更加从容应对当前不断变化的政治安全形势。本文从分析德国陆军改革的原因入手,概括介绍其近几年改革的进展情况。
Since 2011, the German Army has made drastic reforms and made great progress in the preparation of structural adjustment, the reform of the command structure and the development of weapons and equipment. The target structure after the transformation is called “Army 2011”. According to the plan, after the reform is completed, the German Army will become an efficient and professional army capable of carrying out joint operations. This will provide the necessary capacity and support for Germany’s political diplomacy so that it can more easily cope with the current changing political security situation. This article starts with an analysis of the reasons for the German Army’s reforms and gives an overview of the progress of the reforms in recent years.
