一、当前林业工作的形势和面临的主要任务经过各方面特别是林业系统广大干部职工长期不懈的艰苦奋斗,我省林业建设取得了显著的成绩。一是造林绿化取得明显进展,六大生态防护林工程,绿色通道工程稳步推进,“再造三个塞罕坝”工程已开工建设,我省生态体系建设格局初步形成并具一定规模,生态环境整体开始得到改善。二是果品业稳步发展,果树面积和果品产量均居全国第二位。提质增效初见成效,1999年全省林果总产值达124亿元,成为农村经济的重要增长点。三是森林资源和林政管理、森林防火和病虫害防治、森林案件查处和濒危物种保护等方面,都基本形成了有效的管理体制,
