印度是一个以农村为主的九亿人口大国,几乎74%的人口生活在农村。随着私营经济份额的上升,经济结构也发生了变化,城市人口逐年增加。因此,早在60年代初第三个五年计划时,就提出平衡区域发展和城市与农村规划问题,但这个问题当时未能引起足够重视。到1979年,印度政府意识到忽视中小城镇基础设施建设限制了这些城市发挥有活力的发展中心的作用,于是编制了中小城镇综合发展计划(IDSMT),并将此计划纳入六五计划
India is a large country with a population of 900 million, with almost 74% of the population living in rural areas. As the share of the private economy rises, the economic structure has also changed, and the urban population has been increasing year by year. Therefore, as early as the third five-year plan in the early 1960s, the issue of balancing regional development with planning for cities and rural areas was put forward. However, the issue failed to receive sufficient attention at that time. By 1979, the Indian government realized that ignoring the infrastructure construction in small and medium sized cities and towns limited its role as a viable development center. Therefore, IDSMT was compiled and incorporated into the “Six Five-Year Plan”
