乡镇企业在国民经济中的地位和作用日益提升,为提高乡镇企业从业人员的素质及操作技能,提高乡镇企业竞争力,促进农村二、三产业特别是乡镇企业持续快速健康发展,农业部启动了“蓝色证书”培训工程。作为培训主体之一的乡镇企业在培训工程实施过程中却普遍存在着重视不足和不知所措的问题,这对“蓝色证书”的深入推广和普及形成了阻力,本文将就此提出解决问题的思路和建议。
