本文是美国H.E.Chesebrough先生应1979年出席SAE.年会的中国代表团团长胡亮同志的咨询而撰写的一篇专论。作者现任美国克莱斯勒汽车公司产品规划发展部的副主任。在这以前,曾在该公司的各级技术部门中工作多年,并曾任法国和西班牙克莱斯勒汽车分公司的总经理及日本三菱汽车公司的顾问。作者来信说,由于他对中国汽车工业的组织机构和体制不够了解,只做了一般性的论述,但作者深信,这些基本问题的论述将适合于任何国家的任何技术机构。这是一篇多年科技领导工作的经验和心得的总结。編者认为,此文对我国汽车工业中的科技管理工作确有实际的指导意义,故将其发表出来,仅供各级领导和广大的科技工作者参考。作者对我国汽车工业的发展表现了极大的热情和关切,对此我们向作者表示衷心的感谢! ——编者
This article is a monograph written by Mr. Hu Liang, head of the Chinese delegation to the SAE Annual Meeting in 1979, attended by Mr. H.E. Chesebrough of the United States. The author is currently deputy director of the product planning and development department of Chrysler Automotive. Prior to this, he had worked in the company’s technical departments at various levels for many years and served as the general manager of the French and Spanish Chrysler Automotive subsidiary and the consultant of Mitsubishi Motors Japan. The author wrote a letter saying that because he did not know enough about the organizational structure and structure of the Chinese auto industry, he only gave a general discussion, but the author is convinced that the discussion of these basic issues will be applicable to any technical institution in any country. This is a summary of the experience and experience of a multi-year science and technology leadership work. The editor thinks that this article does have practical guidance for the management of science and technology in China’s auto industry.
