矿产地战略储备规模的确定是矿产地战略储备研究的重要内容。在确定储备思路及原则的基础上,对储备规模确定模型进行了具体分类。从优势与短缺资源出发,结合矿产资源管理理论与市场经济理论,分别提出优势资源保护储备模型和短缺资源储备模型,其中:优势资源保护储备模型包括基本保护储备和增量储备模型,基本保护储备是基础,重点考虑长期战略意图,增量储备重点保护中期利益,分低度、中度和高度3个层次;短缺资源储备模型包括预警储备模型、经济品位储备模型和综合回收率储备模型,其中预警储备分红色预警储备、橙色预警储备和黄色预警储备。
