《公务员法》的根本目的是为了规范公务员的管理,保障公务员的合法权益,加强对公务员的监督,建设高素质的公务员队伍,促进勤政廉政,提高工作效能。理论上可以归纳为“六大创新”。第一大创新:明确了公务员的范围与要求;第二大创新:确立了公务员对上级的错误决定执行的责任;第三大创新:创设了职务晋升与级别晋升的“并重制”;第四大创新:设计了初任“法检官”单独公开选拔制;第五大创新:完善了监督机制;第六大创新:区分了政务类与业务类。
