公安部颁布的61号令和73号令是我国消防法制建设的一大进步,是促进社会各单位落实消防安全责任制,推进消防工作社会化进程的一项重要举措,反映了时代的呼唤,其内涵是实现消防监督管理模式的三个转变,即:由行政管理向依法监督转变;由主要依赖消防机构向社会各界法人代表齐抓共管、各负其责转变;由逐个检查逐步向重点抽查转变。对此,作者根据实际工作,提出了自己的一些看法。

In this regard, the author put forward some of his own views according to the actual work.
