对外来人口的社会管理滞后 ,外来人口法制观念淡薄 ,文化素质低 ,城市治安防范机制不健全 ,是城市外来人口犯罪问题突出的主要原因。因此 ,对城市外来人口除了实行长期的和突击性的管理之外 ,尤其要注意规范管理和长效管理 ,要寓管理于服务之中。完善外来人口管理工作还必须树立“依法行政”意识 ,走“科技强警”之路 ,并完善外来人口管理的预警机制。
The social management of the migrant population is lagging behind. The concept of the legal system of the immigrant population is weak, the cultural quality is low, and the precautionary mechanism of public security in the city is not perfect, which is the main reason for the prominent problem of the crime of the urban migrant population. Therefore, in addition to the long-term and aggressive management of migrants to the cities, special attention should be paid to standardized management and long-term management, which should be managed within the service. To improve the management of migrants, we must also establish a sense of “administration by law” and take the road of “strengthening police by science and technology” and improve the early-warning mechanism for the management of migrants.
