到2013年6月,北京市城镇既有住宅已达4.6亿平方米,另有农宅2亿平方米,人均住房面积已经超过30平方米。既有住宅是北京市巨大的重要的社会资源,北京市既有住宅的管理养护水准关系到北京市经济社会发展的可持续性,但是,迄今为止,北京市尚未建立适应既有住宅可持续发展的法规体系和体制机制,部分既有住宅失修、失养问题十分突出。基于此,介绍了北京市既有住宅的现状,论述了北京市既有住宅管理中存在的问题,阐述了发达城市这方面的成功经验给北京市的启示,提出了实现北京市既有住宅可持续发展的构想,并认为此问题应该引起政府有关部门及社会各界的重视。
By June 2013, the existing residential area in cities and towns in Beijing reached 460 million square meters, with another 200 million square meters of farm houses and the average per capita housing area of more than 30 square meters. Existing residences are a huge and important social resource for Beijing. The level of management and maintenance of existing residences in Beijing is related to the sustainability of Beijing’s economic and social development. However, up to now, Beijing has not yet established a system that meets the needs of existing residential buildings for sustainable development The legal system and institutional mechanisms, some of the existing residential disrepair, the problem of loss of nourishment is very prominent. Based on this, the status quo of existing residences in Beijing is introduced, the existing problems in existing residences management in Beijing are discussed, the successful experience of developed cities in this area is given to Beijing, and the existing residential buildings in Beijing Sustainable development of the idea, and that this issue should cause the relevant government departments and social sectors attention.
