1954年淮河大水,淮北大堤禹山坝和毛滩两处决口。当年汛后,曾对决口的原因做过分析。但是,七十年代重新成立淮办以后,1975年我们在研究1954年汛期淮河行洪区行洪作用时,发现当年尽管大多数行洪区行洪比较通畅,较好地发挥了行洪作用,但也有少数行洪区(如花园湖行洪区)行洪不通畅,而且起了促使毛滩决口的作用。当年的分析却没有注意这个方面。下面将概要地介绍我们在这方面的研究结果,包括对当时工情、汛情的介绍和有关的分析计算成果。一、毛滩淮北大堤和花园湖行洪区
