新学期伊始,上海市教委搭建平台首批推介四个区的素质教育新举措。在静安区推出的诸项措施中,数小学一、二年级不带书面作业回家的措施反响最大。静安区教育局局长陈宇卿在实施这一措施前,给全区所有的小学校长打了电话。在电话中,他直截了当地询问校长:“这一承诺到底能不能做到?”这不仅是一次发布“军令状”前的通气,更是一次对减负问题的思想上的统一。所有静安区的小学在这一“军令状”发布之际均在第一时间召开了教师座谈会、家长座谈会。校长和教师们都意识到,要真正履行承诺,不单单是学生少做几道习题那么简单,它需要整体把握学业负担,系统解决学业负担。于是,由不带书面作业回家引发的一次教育改革的帷幕徐徐拉开。
