1995年12月15日黑龙江省召开全省草原水面资源承包开发利用工作会议。黑龙江省1996年经济体制改革的重要任务之一——草原、水面资源承包经营工作将全面启动。省长田风山在这次会议上对此项工作做了具体部署。在此之前省政府常务工作会和省委常委会分别听取了水产工作的汇报,并正式确定在建设农业强省的总体方案中,把渔业做为支柱产业来抓。
