用治理分析研究联盟的主要特征和基本属性,特别是图书馆联盟的多层组织结构。提出了图书馆联盟的多层治理模式,这六种模式是:馆际协作、自助互动、超级合作、共同协商、公开协调、自组织网络。对于联盟治理中的纵向、横向障碍提出五种策略:利益补偿激励、组织桥接协作、人际关系自组织、治理模式绩效评价、服务对象转变。
With governance analysis of the Union’s main features and basic attributes, especially the multi-layer organizational structure of the League of libraries. Put forward the multi-level governance model of library alliance. The six models are: inter-library collaboration, self-help interaction, super cooperation, common negotiation, open coordination and self-organizing network. Five strategies are proposed for vertical and horizontal obstacles in alliance governance: compensation for benefits, organizational bridging and collaboration, self-organization of interpersonal relationships, performance evaluation of governance model, and transformation of service targets.
