民族自治地方的法制建设对中国社会主义民族法律法规体系的健全与完善至关重要。各级民族地方在自治立法建设方面成就显著,但在法规的制定与实施领域仍存在许多突出问题,值得我们深思与探讨。主要从立法观念、制定主体、法规内容、制定程序及立法技术水平等因素全面分析制约民族自治法规发展的主要原因,并提出相应的解决路径——增强立法队伍素养,把握法规权限范围,立足本地方实际,健全民族立法程序,提高立法技术水平等。
