“越权”,顾名思义,即超越权限而行事。具体地说,就是说了不该说的话,管了不该管的事,做了不该做的活,实际行使的权力超越了自身职位赋予的权力。“越权”之事,一般只发生在领导者身上,因为只有领导者才有“权”。“越权”如发生在下级领导身上,表现为自己没有那么大的权,偏管那么大的事;或者先斩后奏,把不该定的事定了,然后汇报,让上司表态;或者设好圈子,片面反映情况,让上级领导钻,出了问题责任往上推;或者斩也不奏,封锁消息,
