近几年,局属施工企业按照铁道部的统一部署,大都进行了公司制改革。一些改制比较早的企业已经在现代企业制度的框架下运行了一段时间,取得了明显的改制效果和经济效益。但是,中国加入世界贸易组织,又给企业参与市场竞争提出了更高的要求。江泽民同志在“5·31”讲话中指出:在新世纪新阶段,发展要有新思路,改革要有新突破,开放要有新局面。
