为了胜利地完成国家对贸易工作的新的要求,必须在国营贸易系统中结合反官僚主义彻底克服不负责任的信赖思想和不算细账的懒惰作风,全面实行经济核算制。第一季度必须完成计划核算初步定额,四月一日取消贸易金库实行划拨清算(如总公司要求提前者服从总公司决定)。这一任务是紧迫而艰巨的,但目前已有百货系统及全国各地的经验可资参考。由于贸易职工对现行制度的不满情绪及经济核算的思想要求日益高涨,加之我们过去已有一定的工作基础,胜利完成这一任务的客观有利条件已经具备。只要我们主观努力赶上去,有领导有步骤地充分发动全体职工展开反供给制思想与反官僚主义运动,严格批评老车旧辙的落后保守思想,就能按期完成此一任务。
In order to successfully accomplish the new state’s requirements for trade work, we must fully implement anti-bureaucracy in the state trading system by thoroughly overcoming the irresponsible belief in trust and lazy work that does not account for the fine. In the first quarter, the initial quota for planning and accounting must be completed. On April 1, the trade vault should be canceled for liquidation (for example, the head office requires the advance in accordance with the head office decision). This task is urgent and arduous, but at present there are department store systems and experiences in various parts of the country that are available for reference. As trade workers’ dissatisfaction with the existing system and the growing demand for economic accounting have given us a certain basis of work in the past, objective and favorable conditions for victory in fulfilling this task are already available. As long as we subjectively strive to catch up, leaders fully mobilize all employees step by step to start the anti-supply ideology and the anti-bureaucratic movement, and strictly criticize the backward conservative thinking of the old car, we can accomplish this task on schedule.
