1986年,匈牙利科学院出版了《匈牙利的科学技术政策》一书。该书以一个专章,分析了匈牙利科技政策在国际舞台上的状况。作者声言:“如果不把它们放到国际舞台上加以比较,就很难对科技政策形成全面的印象”。对于这种要知己知彼的论点,我国科技政策界并无异议,问题是如何才能做到这一点。为此笔者拟就匈牙利的做法、指标和结论作些介绍,也许不无借鉴作用。匈牙利的比较和分析是分两方面做的,一是与26圈科技政策指标的对比,二是对匈牙利三方面状况的分析,最后得出总体结论。该书作者认为,科技政策的各个组成部分,或多或少是可以用指标加以表示的。
In 1986, the Hungarian Academy of Sciences published the book “Science and Technology Policy in Hungary”. The book uses a single chapter to analyze the state of Hungary's science and technology policy in the international arena. The author states: “It would be very hard to make a full-fledged impression on science and technology policies without putting them in the international arena for comparison.” There is no objection to this argument that we must know ourselves and our country. The question is how to do this. For this reason, I would like to introduce some of Hungary's practices, indicators and conclusions, perhaps without any reference. The comparison and analysis in Hungary are done in two aspects. One is the comparison with 26 laps of science and technology policy indicators, the other is the analysis of the condition of Hungary in three aspects, and the conclusion is reached finally. The author of the book believes that the various components of S & T policy can be expressed more or less using indicators.
