在20世纪末,由于国家人口的快速增长,计划生育被提出并实施,时间的发展,国家人口控制在一个稳定状态的同时,人口老龄化却也越发严重,失能养老现象越发突出,而服务机构与养老服务体系却已经无法满足失能老人的入住需求,为解决这一问题,国家通过对发达国家养老体系的改革历程的研究,最终得出我国养老结构急需转型的需求,而医养结合成为养老机构的改革方向。为了解国家养老机构医养结合的转型情况,本人对本市内的养老机构结构以及养老人员现状进行调查。
