服务业、农业以及知识产权保护被美方定义为中国非关税壁垒严重的三大领域。2003年NTE报告强调了中美之间长期存在的一些贸易纠纷问题。其中,中国实施的进口许可证制度、进口配额和关税配额(TRQ)分配等大小二十多种措施被美方指为非关税壁垒。
Services, agriculture and intellectual property protection are the three major areas defined by the United States as China’s non-tariff barriers. The 2003 NTE report highlighted some of the longstanding trade disputes between China and the United States. Among them, more than 20 measures such as the import licensing system, import quotas and distribution of tariff quotas (TRQs) implemented by China are referred to by the United States as non-tariff barriers.
