我国地方债务规模扩大,并不是经济原因所导致的,背后有其深刻的制度原因。这主要是我国财政制度以及经济制度的不健全和缺失所带来的,主要包括经济管理模式的偏差,财政制度中分税制的不彻底,预算制度的软约束,以及监管制度的不完善。要解决地方债务问题,就要从根本上的制度角度上入手,限制地方债务规模的不断扩大。
The expansion of the scale of local debts in our country is not caused by economic reasons. There are profound institutional reasons behind it. This is mainly caused by the imperfection and lack of the financial system and economic system in our country, including the deviation of economic management mode, the incomplete tax system in the fiscal system, the soft constraint of the budget system and the imperfection of the regulatory system. To solve the local debt problem, we must start from a fundamental institutional perspective and limit the continuous expansion of the local debt scale.
