十六大即将召开,“全面建设小康社会”这一战略概念也越来越成为人们关注的一个焦点。全面建设小康社会是2000年10月党的十五届五中全会明确宣布的:。从新世纪开始,我国将进入全面建设小康社会,加快推进现代化的新的发展阶段”。2002年5月31日,江泽民总书记在中央党校的讲话中又重申:“进入新世纪,我国进入了全面建设小康社会、加快推进社会主义现代化的新的发展阶段。” 全面建设小康社会阶段,是在建设有中国特色社会主义的道路上实现中华民族的伟大复兴的一个重要而关健的历史阶段。 因此,认真研究和了解全面建设小康社会问题,对于我们明确中国未来的发展目标和战略部署,是很有意义的。 小康,小康水平,小康社会,到底是一些什么样的概念? 为什么在上世纪末我国已宣布实现了小康目标后,又提出进入全面建设小康社会阶段? 全面建设小康社会的标准与小康目标有哪些异同?小康社会的指标如何与现代化指标和国际标准街接? 本世纪头五十年,是我国完成第三步战略目标并在2050年左右基本实现现代化的阶段。全面建设小康社会阶段,与第三步战略目标及基本实现现代化之间又是什么关系? 本刊约请中央党校校务委员、科研部主任李忠杰教授,对全面建设小康社会的基本问题进行阐释。
