当前,我国农业和农村经济正处在新的发展阶段,推进农业和农村经济结构战略性调整,全面繁荣农村经济,增加农牧民收入,进一步解决“三农”问题,列入全党工作重要议程。在西藏自治区“三农”问题更加突出,农牧业经济效益和质量差,农牧民增收乏力,城乡经济差距在不断拉大,特别是城乡收入差距更为突出。如何稳步增加农牧民收入,为全面建设小康社会打好基础成为当前西藏自治区经济工作的重中之重。实践证明,在今后较长的时期里,西藏自治区乃至我国西部地区,加快乡镇企业和多种经营的发展,对农村经济结构战略性调整、吸纳农牧区富余劳动力、扩大农牧民就业、增加农牧民收入尤其是增加现金收入、推动农村物质文明和精神文明建设、全面建设农村小康等方面,必将发挥不可替代的作用。
